Tulare County's review process includes multiple opportunities for residents, landowners, and organizations to review project information, ask questions, and provide input throughout the permitting process.
Where you can provide input
30-day period
Public scoping
The process begins when Tulare County publishes a Notice of Preparation and opens a 30-day scoping period with a public meeting. This is your chance to identify issues to evaluate in the EIR such as fire safety, water resources, agricultural land and grazing, wildlife, traffic, visual impacts, noise, and cultural resources.
45-day period
Draft EIR review
After studies are completed, the County publishes the Draft EIR. You can review it, submit written comments, request clarification, and suggest additional mitigation. All substantive comments receive a written response and become part of the public record in the Final EIR.
Public hearing
Planning Commission
A public hearing is held by the Planning Commission to certify the Final EIR and approve or deny the permit. You can attend, listen to presentations, and provide public testimony.
